Step 1: Ditch the things that don't fit.
Take everything out of the closet and start trying it on. Make 3 piles; 1. Fits 2. Too small 3. Damaged/Alterations. I know all women have a pile of clothes that they are keeping because "they'll fit back into it someday" and I'm not saying that you need to throw it away but it must come out of the closet.
Step 2: Have you worn it?
Step 3: Get to the Tailor
Anything in that final pile that you feel is worth saving or making fit properly should be dealt with as soon as possible. In my opinion if it's not fixed or tailored within a month it should be consigned or donated, more on that later.Step 4: Arrange Clothes
Step 5: Consign/Donate
Now don't just ditch something if you really love it. If there is a piece that inspires your personal style then keep it. There is nothing wrong with a little bit of visual inspiration just don't clog up your closet with them.
If you've followed these steps you should now have a closet filled with clothes that make you look and feel great and it was all done in 5 easy steps.
